Statutory Assessment of Housing Need – 2017
Under Section 21 of the Housing (Miscellaneous Provisions) Act 2009, each Housing Authority is required to prepare a summary, in the prescribed form, of the social housing assessments carried out in its administrative area. The Minister has directed that the summary be prepared on 28th June, 2017 based on applications as at that date. These summaries will form the basis of the periodic national assessments of housing need published by the Minister. The 2017 Summary is a continuation of the process of annual assessments of national housing need which was commenced with the 2016 Summary. The results of these Summaries are invaluable in terms of identifying the level of national housing need and informing housing policy generally.
The headline figure required from each Housing Authority is the number of households who are qualified for social housing support within the administrative area of the housing authority for which the housing authority does not currently have accommodation to meet their need.
In addition, each housing authority, under the extended provisions of Section 6 of the Housing (Traveller Accommodation) Act 1988, is required to make an assessment of the accommodation needs of Travellers who are assessed as being qualified for Social Housing Support, including the need for Halting Sites.
Leitrim County Council has commenced the process of completing this Statutory Assessment of Housing Need. The Households on our Housing Waiting List which must be reviewed as part of this Assessment is all Households which have been assessed as qualified and in need of Social Housing Support between the period 22nd September, 2015 and 9th June, 2016. In this regard, we have issued an Update Application Form to all households currently on the Housing Waiting List who have been assessed as qualified and in need of Social Housing Support between the period 22nd September, 2015 and 9th June, 2016. Such households are required to complete and return the Form together with up-to-date details in relation to their current circumstances to this authority by Tuesday 23rd May, 2017. All such households will then have their eligibility and need for Social Housing Supportre-assessed in accordance with the up to date details submitted by them as part of this Housing Needs Assessment. Failure to respond to this statutory process and submit the required information will result in the individual application for Social Housing Support being closed which may also have implications for households that are in receipt of rent supplement.
Note - The Summary Assessment completed in 2016 reviewed all Households on our Housing Waiting List up to 21st September, 2015 and these households do not require to be reviewed again as part of this 2017 Summary Assessment. Note also, Households currently on the Housing Waiting List who have been assessed as qualified and in need of Social Housing Support since 9th June 2016 do not need to be reviewed again as part of this 2017 Summary Assessment as it is assumed that the details in relation to the circumstances of households who have been/will be assessed in the period from 10th June 2016 to 28th June 2017 inclusive are up to date and no action is required in relation to such households.
